On the 18th September 2018, the Migration Advisory Committee (MAC) recommended there should be a less restrictive system for higher-skilled workers than for lower-skilled workers in a system where there is no preference for EEA workers over non-EEA workers.
Therefore, if the Tier 2 (General) is introduced to cover EEA citizens MAC recommended the following:
These changes would allow more flexibility for medium -skilled workers, any many employers would benefit from the Tier 2 system. It will allow the system to be fair and not giving preference to EEA workers. Therefore, many occupations will be eligible for the Tier 2 visa and the process should be easier without the RLMT.

Therefore, if the Tier 2 (General) is introduced to cover EEA citizens MAC recommended the following:
- Abolition of the Tier 2 (General) cap of £20,700
- Medium-skilled jobs should be eligible for Tier (2) General not just high- skilled jobs which is at present
- The salary threshold at £30,000 should be retained
- The Immigration Skills Charge should also cover EEA citizens
- Abolition of the Resident Labour Market Test (RLMT)
- Tier 2 change of employment applications in country should be made easier.
- Expanding the shortage occupations list to meet current needs
- Expanding the Tier 5 Youth Mobility scheme rather than employer-led sector-based routes
